Pontiac Transfer Station Information and Hours

Since early June 2010, environmental cards have been distributated for the use of the transfer station. To obtain this card, you must present yourself at the station during the operating hours. To have access to the station, you must present this card for each visit. These cards will be allow us to collect information and statistics on the usage of the transfer center.

Also, we now accept brush (4 inch diameter and under, including leaves and pine needles) the first Saturday of each Month only.

Recyclables will now have to be put in a clear bag if bags are used. Also, we ask that cardboard be flattened and tied. A guide is made available to help trough this process.

Backyard CompostingOne of the main objectives of The Québec Policy on Residual Materials 1998-2008 is the reduction of residual materials elimination via their disposal into in-trench disposal sites, due to the impacts on water quality. The regulation respecting land filling and incineration of residual materials (REIMR), in effect since January 19th  2006, supports the aforementioned policy by giving all in-trench disposal sites in operation 3 years to comply with the provisions of the regulation or to permanently close these.

In our case (in-trench disposal site's closure), the regulation stipulates that the operator (the municipality) must, within 6 months following the closure date of January 19th 2009 (time frame was extended for us), prepare a closure report. This report must be conducted by a qualified expert who will verify that all the following corrective measures were properly applied:

  • That the thickness of the covering or overlay is in full compliance, being of at least 15 cm;
  • that a plan or scale-drawing indicating the boundaries of the site and the exact location of the buried waste be provided;
  • that the waste materials are not scattered throughout the site;
  • that the site has adequate drainage without water accumulation;
  • that a sign be posted at the site's entrance, where it is visible to the public, indicating that the site (dump) has been closed and that disposal of waste and garbage is now prohibited, which is why it is important to have an agreement on the receipt, transportation and elimination of household waste;

It was on the 27th of October 2009, during the regular session of the council of mayors, that the MRC Pontiac retained the services of Tom Orr Cartage Construction for the receipt, transportation and disposal of household waste for the Pontiac territory. In the following weeks a contract was signed for a period of 5 years.

Since the municipality will be charged $198.32 per ton of waste, and that according to Statistics Canada  the municipality of Otter Lake produces approximately 1360.6 tons of waste per year, we estimate that $269 834.19 will be necessary to properly manage the situation. This being said, a charge of $225 per household is being taxed to the permanent and seasonal population of our town.

Council is considering a user pay principle, whereby a magnetic card linked to a reader system would be provided to users to allow fairer billing related to waste disposal usage. Unfortunately, this system will not be in place for April 1, 2010, which is when the transfer or transshipment station will open. This being said, this year will rather be dedicated to the collection of usage statistics on actual household waste volume, the training of staff on a new computer system, and the testing of the system and any necessary adjustments.

We fully realize the financial burden that these costs are on families and the population in general. It is for this very reason that council is committed to investigating the possibility of emitting credits at the end of this year. It is important to note that it is impossible to confirm a credit before the completion of all operations related to the closure of the in-trench disposal site, the opening of the transfer station, and the transport and disposal of waste.

We wish to remind that these costs cover household waste. For your construction and renovation waste, it is vital to contact Tom Orr Cartage Construction in order to rent an appropriate waste container.

Furthermore, businesses are responsible for their own waste, and are invited to contact Tom Orr Cartage Construction.

We still accept recycling, tires, metals, paints and batteries without additional charge.

In order to reduce the weight of household waste, the municipality encourages its population to shift towards composting of vegetable matter. A guide on composting will be made available in the coming months.

The hours of operation of the transshipment station are as follows:

  • November to April: Fridays and Saturdays from 9AM to 5PM and Sundays from 10AM to 6PM;
  • May to October: Fridays, Saturdays and Mondays from 9AM to 5PM and Sundays from 10AM to 6PM.
  • Closed April 2 and Sunday, April 4 2010.

Days and/or hours of operation could be changed on statutory holidays.
